league office caused some confusion and played a part in
Pennydelphia drafting one less, the fine was lower than the
previous precedent for this violation. Pennydelphia was
permitted to draft one extra player post-draft to bring their
roster to 40 players, without further penalty.

While a player occupies a Reserve slot, they are considered inactive and can't be used game play lineups and can't be traded. There is no positional restrictions on who can be assigned to the reserve slots, other than two clear notations - you must be able to maintain an active positional roster that allows you to properly submit your lineup each week, and kickers are not eligible to be assigned to a Reserve slot at any point in the season.
During the season, starting in week 1 and running until the trade/coach deadline in conjunction with the lineup submission in week 12, each team will have the option to activate each of their reserve players to their active roster, and place an active roster player in their place on Reserve. A GM can use these activations at any point in that time period with no limit at any one time - he can use one or all activations in the same week if he chooses. While a player who was activated from the Reserve slot to the active roster at one point in the season is eligible to be reassigned there, once an active roster player is assigned to a Reserve slot they must stay there for the season.
The league has
also agreed to award the 2019 BPFL Draft and GM Meetings to
the city of Ruston, tentatively planned for Saturday, August
24th, 2019.

The following rule change was approved at the meeting, and will be included in the Constitution effective August 24th, 2014:- Beginning with the 2014 BPFL season, BPFL teams will be allowed to activate their IR player to the active roster and replace him in the IR slot with another player. This move can be made in week 11 only, and can be made using any single active roster player that is not a kicker. Since this move would be made at the trade deadline, the newly activated player can not be traded until after the season.

The following rule changes were approved at the meeting, and will be included in the Constitution effective August 25th, 2012:
1. A clarification has been made on BPFL coaches who are not actively coaching their NFL team that week (due to suspension, health reasons, bereavement, etc.). In short, a coach has to be either on the sidelines or in the coaching box, and designated as the head coach of his NFL team for that week in order to count points for his BPFL team. Coaches will be deemed ineligible through a notification by any of the other 7 BPFL GMs before that week's lineup deadline. Substitutions can be made with an assitant for coaches on leave, with some restrictions. For more specific details on the new coaching rules, see the coaching section of the constitution here.
2. Beginning with the 2012 BPFL season, players at all positions will count 1 point for a blocked PAT, a blocked FG attempt, or a blocked punt.
3. Beginning with the 2012 BPFL season, the trade deadline and coaching change deadline has been moved ahead from week 10 to week 11.
4. Beginning with the 2013 offseason, BPFL GMs will have to bring their rosters down to no more than 30 players going into the draft (this is more of a clarification, as the language in our constitution still allowed for 30 +1). We will continue to draft to 38 players, and assign one mandatory player to IR for that season, leaving us with a base of 37 active players and 1 IR player.
5. Beginning with the 2012 season, BPFL GMs can trade draft picks up to the 8th round.
Also, while not specifically written in the constitution itself, a general agreement was made that for our 20th season in 2017 all 8 BPFL GMs will commit to taking an NFL football trip during that season. GMs are encouraged to start planning their calendars and most importantly their permissions slips now.

The following rule changes were approved at the meeting, and will be included in the Constitution effective August 27th, 2011:
1. Beginning with the 2011 offseason, the deadline for submitting lineups is the kickoff of the first game of that NFL week. Further to that, changes can now be made up until the kickoff of any games where both players in question have not yet played providing both the submitted player and replacement player hold the same position. Because this change will be done online, GMs are asked to follow an honor system when making their changes to ensure they are in on time. Any GM found to have broken those rules will be fined accordingly.
2. Beginning with the 2011 season, the base scoring system for all players will include kicking points. As an example, a position player forced to kick an extra point because a kicker is injured will be rewarded for that play accordginly.
3. Further to the IR rule passed last year where teams now draft to 38 then designate their IR player before the Supplemental Draft, it was decided this year that all teams must draft to 38 and designate an IR player.

1. Beginning with the 2011 offseason, teams will wait until the week before the NFL season to assign a player to IR. Each team will draft a roster of 38 players, and will be required to assign one player from their roster to IR by BPFL Supplemental Draft deadline.
2. GMs voted to clarify that BPFL teams can not select a player from their own roster in the BPFL Waiver Draft.
3. BPFL GMs agreed to use the BPFL Surplus Fund to help subsidise the BPFL Draft event each year. Beginnins with the 2011 festivities (location TBD), the league will grant each host city $50 to use for food, supplies, etc.

1. Beginning immediately, the league will use each NFL team's own official website's depth chart page to determine a player's BPFL position for the season. In cases where that particular NFL team does not post a depth chart before the season, a ruling will be made on players who's position is not clear.

After a year of discussion and analysis, all 8 BPFL GMs voted in favor of adding Tackles For Loss (TFL) as a scoring stat for all defensive players, effective this 2009 season. One point will be awarded for each TFL a defensive player has in their NFL game. This change has been added to the Constitution in Section 3. The league also agreed to consider Quarterback Hurries (QH) as a stat for future use, once the automated stats site makes it available, perhaps as soon as next season.

BPFL owners, through a conference call meeting the week of August 25th, have decided to implement a new supplemental draft which will begin this season. The purpose of this draft is to allow each team one last correction to their roster before the start of the season - a one round draft held the Tuesday before the first week of games each year. The wording of this new rule, which has now been added to Section 8 of the BPFL Constituion, is as follows:
"Supplemental Draft
Beginning for the 2008 season, BPFL teams will have the option to participate in a one round supplemental draft on the Tuesday before week 1 games of the regular season. This draft will take place just over a week after the entry draft, and its intention is to help BPFL teams make one last adjustment to their roster before games begin.
To participate in the draft, teams must drop one player from their roster by 11:59pm on the Monday before the Tuesday draft date. This dropped player can be any player on the active 37 man roster, new or old. Players who were designated to the IR slot are not eligible to be moved for the purpose of this supplemental draft. This supplemental draft is optional, and teams who are happy with their rosters do not need to drop a player and participate.
Once drops are made, each team who decided to participate will then be eligible to draft an unclaimed player at any position to replace him on to their roster. Teams will begin selecting using the same basic reverse standings order used in the BPFL entry draft the week before. Like waiver draft picks, these supplemental picks are not tradeable commodities for BPFL teams.
It should also be noted that as per the
position rule in section 2 of the constitution, an undrafted
player's BPFL position remains the same for the supplemental
draft as it did during the entry draft the week before.
This includes any recent position changes on the ESPN.com depth
charts since that time."
BPFL teams that wish to take part in the supplemental draft will submit their dropped roster player to the league by Monday evening, and the one round selection process will be held Tuesday.

The following two rule changes were approved at the meeting, and will be included in the Constitution with effective dates noted:
Rule Changes
1. BPFL teams have the option to release a player from their roster at any point in the season. Beginning in 2008, when a player is released outside of the normal drop period before the entry draft, that player will pass though waivers and be eligible for selection by the other 7 BPFL teams. The selection order will be based on the current standings in the league (worst to best), with the "points for" totals being the tiebreaker (lower total wins tiebreak). If no team selects the released player, he will be returned into the free agent pool for the following season's draft.
2. Effective for the 2009 BPFL season, the annual league dues will increase from $100 per season to $125. With that change, prize payouts have been changed to the following:

First Overall in The Whole League - $200.00

Team with most points scored during the regular season - $200.00

The League has also agreed to monitor quarterback hurries (QH) and tackles for loss (TFL) in NFL Gamebooks for the balance of 2008, for possible defensive point scoring for the 2009 season.

Rule Changes
1. BPFL players can no longer be returned to their original team within the same regular season schedule. Players are also not allowed to be traded back to their original team as the future considerations portion of the same deal, regardless of when the deal is finalized. Players can be returned to their original team in trades if the deal originates and finalizes during the offseason.
2. Effective for the 2008 BPFL season, a player's BPFL position will now be determined by using the depth chart pages on ESPN.com. This clarification will be made on the day BPFL players are released back into the pool (one week before our draft), and the league statistician will have to approve all rosters for positions before drops can be finalized.
3. Effective for the 2007 BPFL season, tiebreakers used for overall league rankings will now be as follows:
1. - head to head regular season record
2. - total points for in regular season
3. - league sanctioned coin toss

1. To adapt to the increase in Thursday games on the NFL schedule, and to help GMs manage the confusion around weekly injuries, the lineup deadline for each week's games is now 11:59pm on the evening before the week's first games. Further to that, GMs will now be premitted to susbtitute one player for another player at the same position only, right up until 11:59pm on evening before both players in question are set to play their respective NFL games. There is no limit to how many one for one substitutions a GM can make using these guidelines, and no reason has to be given for making the substitution.
2. In regards to the $5 weekly pool, if two teams tie for the worst score in the same week, both GMs will be required to pay the full $5 ante for that week.

The following rule changes were approved at the meeting, and will be included in the Constitution with effective dates noted:
Scoring
- Beginning with the 2005 season, the
league will change from a positional scoring system to a base
scoring system for all players. There will be exceptions
noted for some positions, but the basic scoring for all players
involved in an NFL game will be the same, both on offense and
defense.
- Field goal points will change to the
following: 0-29yds = 1pt; 30-39yds = 2pts;
40-44yds + 3pts; 45-49yds = 4pts; 50-54yds =
5pts; 55-59yds = 6pts; 60+yds = 8pts.
- Beginning with the 2005 season,
special teams tackles will count towards scoring for all
players.
- Beginning with the 2005 playoffs,
both divisional winners will receive 10pts for home field
advantage in their first round game. This applies to the
first round only, and only to divisional winners - the 2/3
seed games are not affected.
General
- At the conclusion of the BPFL Entry
Draft, if a team mistakenly drafts a roster of 36 active players
or less, he is stuck with that roster total - no make up picks
are allowed. If a player mistakenly drafts too many
players, he must drop down to 37 by releasing the correct amount
of players, and those released players have to be chosen from
the team's draft list from that year. There is also a $25
fine for picking too many players.
- Beginning with the 2006 offseason, a
player's position in the BPFL will be determined by the listing
on the NFL.com player page the Friday before the drop
deadline. A team can appeal a player's position only
if the depth chart page on NFL.com is different from the
player page. To appeal a BPFL player position, the GM has
to notify the league prior to the Friday before the annual drop
deadline for released players. If the depth chart page on
NFL.com does show a different position than the player page, the
league will allow the GM to select which position the player
will have in the BPFL for that season.
- Beginning with the 2005 Pro Bowl,
all substitutions for either injury or expected inactivity will
be made by the division winning coach for both Beer and Pizza
Division teams. A Pro Bowl roster will be generated based
on scoring performance during the season, and the division
winners will substitute players accordingly and submit a lineup
before the game.
- A BPFL Hall of Fame has been
approved, and a concept will be invented and approved during the
next few months.

- The weekly roster deadline has now
been changed to 11:59 pm on the eve of the first NFL game that
week.
- Offensive player fumble recoveries
for touchdowns will be counted in the scoring as 3 points.
There are no points awarded to the offensive player for the
fumble recovery itself, only the touchdown.
- A BPFL Hall of Fame has been
approved, and a concept will be invented and approved during the
next few months.
- There is now a $25 fine for player
lists submitted after posted deadlines. This rule applies
to both for Waiver Draft protection lists, and for the drop
lists before the Entry Draft.

Using its newly adopted "Stupidity" Rule as a basis, league owners agree to fine East Jonathan Owner/GM Jonathan Deacon $10 for starting RB Terrell Davis - a player not even on his roster. Because the error was deemed a typo and not a coaching error, the Roadrunners were permitted to replace Davis in their Week 7 lineup with the correct player.

In unison with it's NFL partners, all eight BPFL Owners unanimously decide to cancel Week 2 BPFL games in honor of those who perished in Tuesdays' horrific terrorist attacks in the US. The league has decided to push all games back one week, starting with Week 2 BPFL games being played the weekend of September 23rd, and all other BPFL weeks to continue in numerical order as scheduled - regardless of NFL shuffling.

The BPFL Rules Committee fines Adamsburgh owner Adam Deacon a round of beers at the PRHL booster club, 20 hours of league service, and 6 weeks probation for his part in a hostile and unsportsmanlike email exchange with Pennydelphia owner Colin Penny. For his role in the fracas, Penny was fined a round of beers in the PRHL booster club and given a probation of one month. Deacon's fine was larger because this was his second league fine - he was fined last season for a similar email incident with Shaunington owner Shaun Desroches.
